The addition of Lambert brings both operational and strategic weight to Locksley’s mine-to-market ambitions as it advances the Mojave Project in California.
His career spans more than three decades across U.S. defence and intelligence agencies, including senior leadership roles at the Air Force Headquarters, Defense Intelligence Agency, and National Security Agency.
Lambert’s appointment bridges Locksley’s corporate vision of vertical integration in antimony and rare earth production with the kind of defence-grade expertise usually associated with aerospace and intelligence operations.
His current executive role with General Dynamics Information Technology, a leading U.S. defence and technology contractor, provides practical insight into secure systems integration and technology-driven operational efficiency, both essential to developing resilient industrial supply chains.
The Mojave Project, located in California’s Mojave Desert, is highly prospective for rare earth elements and antimony, with the project area adjoining and overlapping claims held by MP Materials’ Mountain Pass operations, the United States’ only producing rare earth mine.
Within the project sits the historic Desert Antimony Mine, which last operated in 1937 and is recognised as one of the highest-grade known antimony occurrences in the country.
The United States currently has no domestic antimony production, despite the metal’s critical applications in alloys, semiconductors, flame retardants, and defence systems.
Against this backdrop, Locksley’s vertically integrated strategy spanning exploration, processing, and downstream development aligns closely with U.S. policy initiatives focused on industrial and strategic independence.
Lambert’s advisory role will cover four key areas: advanced systems integration, organisational design, government and defence engagement, and strategic foresight.
His background in intelligence-led decision-making and multi-domain operations is expected to strengthen Locksley Resources’ ability to anticipate policy and market changes, ensuring adaptability as global competition for critical minerals continues to intensify.
